"World TAEKWONDO DAY History"

WTF Marks "Taekwondo Day" with Various Events on Sept. 4


The World Taekwondo Federation celebrated the 1st "Taekwondo Day" on Sept. 4, 2006, in a ceremony.
During the opening ceremony of the 1st WTF World Taekwondo Poomsae Championships at the Olympic Gymnasium in Olympic Park in Seoul, an event to mark the inauguration of Taekwondo Day was held. 

The event drew ranking taekwondo officials, including Mr. Jung-kil Kim, president of the Korea Taekwondo Association, Mr. Woon-kyu Uhm, president of the Kukkiwon and Mr. Dai-soon Lee, president of the Taekwondo Promotion Foundation. Also on hand was Ms. Bae-sook Cho, chairwoman of the National Assembly Culture & Tourism Committee.

During the event, WTF President Chungwon Choue declared the inauguration of Taekwondo Day and the symbol of Taekwondo Day was unveiled for the public. 

The WTF designated Sept. 4 as Taekwondo Day during its General Assembly in Ho Chi Minh City, Vietnam on July 25, 2006.

The rationale for designating the date of Sept. 4 as Taekwondo Day is that on Sept. 4, 1994, the 103rd IOC Session held in France decided to accept the sport of taekwondo into the official program of the Summer Olympic Games. Taekwondo was an Olympic sport at the 2000 Sydney and 2004 Athens Olympic Games. It will be also a medal sport at the 2008 Beijing and 2012 London Olympic Games.

During the Taekwondo Day event, the congratulatory message from Jacques Rogge, president of the International Olympic Committee, was read.

"The World Taekwondo Federation has taken the decision to commemorate the inclusion of taekwondo on the Olympic programme at the 103rd IOC Session on Sept. 4, 1994 in Paris," Dr. Rogge said in his message.
The IOC president continued to say, "The IOC is pleased that this event also linked to a major competition which will highlight this sport in your country and attract the attention of the general public, particularly the younger generation, which can be sensitised to values such as respect and fair play." 

WTF President Choue said in his opening speech, "The fact that we have a Taekwondo Day is testament to the endeavors and sacrifices of our masters, athletes, referees and officials." "The 1st Taekwondo Day is not just a showpiece of our enhanced international standing; it is also a day when we recognize each other's efforts. For this, and more, I wish to thank every one for your dedication and continued support for taekwondo and the WTF."

"We have the potential to contribute positively to the world. Let us fulfill that dream from today, starting with the 1st WTF World Taekwondo Poomsae Championships," Dr. Choue said.
He continued to say, "Poomsae is a unique discipline of taekwondo that has no equals. It is not kyorugi, but it encompasses all of its features of strength, speed and accuracy." "Through poomsae, we hope to show that taekwondo is also about technique and grace."

Dr. Choue said, "Poomsae "has the potential to be a valuable tool to social harmony. From young children to the elderly, poomsae will help create a strong bond of unity and strength."
"I also believe that poomsae will be beneficial to athletes with disabilities; for them to gain self-confidence and fulfill their Olympic dreams," he said. "For these reasons, I hope that someday, poomsae will be accepted by the International Paralympic Committee."

In this vein, a special taekwondo demonstration by the disabled was performed during the opening ceremony of the three-day WTF World Taekwondo Poomsae Championships, which drew about 600 athletes and officials from 59 countries.

At its General Assembly in Ho Chi Minh City in late July, the WTF approved the establishment of the Paralympic Committee, with the aim of studying ways to include taekwondo in the official program of the Paralympic Olympic Games.
To mark the 1st Taekwondo Day, the WTF issued commemorative postage stamps. An enlarged WTF Taekwondo Day postage stamp was also on display for the public along with other commemorative taekwondo stamps collected at home and abroad at the second floor of the Olympic Gymnasium.

"The designation of Taekwondo Day and the launch of the World Taekwondo Poomsae Championships would combine to help expand the base of taekwondo population around the world," said WTF President Choue.

In the afternoon, WTF President Choue hosted a reception at the Olympic Parktel nearby the Olympic Park to mark the 1st Taekwondo Day and to welcome the participating athletes and officials in the WTF Taekwondo Poomsae Championships.

KUKKIWON

INTRODUCTION
History and Future of Taekwondo – Kukkiwon, the center of Taekwondo culture


In 1973, it laid the groundwork that launched Taekwondo as an international art by holding the world's first Taekwondo championship and establishing the World Taekwondo Federation.
In 1978, Kukkiwon committed to the unity and the growth of Taekwondo by integrating 10 separate Taekwondo Kwans, namely the Chung Do Kwan, Moo Duk Kwan, Jido Kwan, Song Moo Kwan, Chang Moo Kwan, Kang Duk Won, Jung Do Kwan, Oh Do Kwan, Han Moo Kwan and Kwan li Kwan.

After establishing World Taekwondo Federation and holding the World Taekwondo Championship, Kukkiwon continues to promote and develop the Taewondo spirit and skill. In 1974, Kukkiwon Taekwondo
demonstration Team was established, whose main goal was to travel worldwide introducing and spreading the Taekwondo spirit and skill. Kukkiwon continues to actively promote the martial art by conducting overseas tours for Poomsae training, international seminars and the World Taekwondo Leaders Forum for academic interchanges. It has dispatched 12 Taekwondo instructors to 12 underdeveloped countries in an effort to enhance the growing Taekwondo value. Through the Taekwondo Friendship Training Program, Kukkiwon facilitates and diversifies its plans to further expand and globalize Taekwondo. Because of such efforts, Kukkiwon has contributed in registering Taewondo as an official sport in the Olympics and maintaining its status as a true Olympic sport by increasing the number of Taekwondo practitioners. Kukkiwon established the Dan/Poom Promotion Test, which measures a trainee's commitment in his or her own personal growth in Taekwondo. Through this test, Kukkion further established its excellent reputation as the home of Taekwondo and has produced about 7.3 million poom/dan holders. Kukkiwon conducts the World Taekwondo Hanmadang every year, through which the essentials of Taewondo are demonstrated, such as breaking, self defense and poom sae. Through the World Taekwondo Hanmadang, Kukkiwon has created a venue for Taekwondo players to come together and learn from each other in further developing the art.
In 1983, Kukkiwon established the World Taekwondo Academy
that aims cultivate and nurture trainees into becoming coaches and thereby establish the future Taekwondo. Also, in an effort to truly develop the quality and abilities of Taekwondo coaches, Kukkiwon has developed and classified specific curriculums for all different coach courses. As a result, Kukkiwon has produced 5 million coaches, fulfilling its mission to produce Taekwondo coaches who shall perform their best as Taekwondo future leaders.
In 2007, Kukkiwon opened the Research Institute of Taekwondo that aims to strengthen the academic foundations of Taekwondo by conducting research on the history and spirit of Taekwondo, developing the poomsae and activating the gym.
Taekwondo is  now growing not just as a sport or martial art
but also a cultural industry. Thus, the government is developing the people's competitiveness in Taewondo by declaring it as a national brand. Kukkiwon has been taking the lead in developing Taekwondo as a culture industry along with the government for many years.
The World Taekwondo Hanmadang festival
Gathers together Taekwando practitioners from around the world in order to revitalize and promote the art as a cultural and tourism resource. The festival is contributing to the global phenomenon known as the Korean wave, bringing Taekwando people from all over the world to visit Korea, the Suzerain of Taekwondo and Kukkiwon, the home of Taekwondo. Since its founding in the year 1972 with the purpose of rising Taekwondo to an international level above and beyond mere re-organizational and development, Kukkiwon has made spectacular progress each year so as to achieve these following results,

Kukkiwon has systematically and efficiently led the development of Taekwondo by dividing its business objectives into six areas: belt/grade evaluations, instructor-development, research, PR, overseas exchange and support.

Poom / Dan Promotion Test
The Dan/Poom Promotion Test is a process that measures a trainee's commitment in personal growth in Taekwondo. After 10 Gwans' integration in 1978, Kukkiwon had fomulated a system and has turned out Poom/Dan Holders in great numbers around 7.3 millions and has come up to fame as the World Taekwondo Headquarters.It classifies the system of Taekwondo Poom/Dan Promotion Test into Poom and Dan. Practicioner under 15 must get Poom from 1 Poom to 4 Poom and Practicioner over 15 might get Dan from 1 Dan to 9 Dan.Certificates issued by Kukkiwon is held in high estimation from all practitioners around the world, and you have to hold it to participate in international events or championships supervised by WTF.


Master Education
            Founded in 1983, the World Taekwondo Academy has been nurturing physically, mentally and socially excellent people in order to spread the traditional Taekwondo spirit and skill.
To produce quality leaders in society, the academy is committed to train people in leadership virtues and characters, providing the education and training programs classified for all different curriculums, such as the Taekwondo instructor course, 1st, 2nd, 3rd instructors course, foreign instructor course, referee course, referee course for Taekwondo Poomsae, and international referee course for World Taekwondo Hanmadang, Through its advanced education and training curriculum, the academy commits to increasing the qualities of its leaders who will make contribute to the development of their countries and communities. Established in 1974 Kukkiwon Taekwondo Demonstration Team has been toured more than 100 countries all over the world and given Taekwondo Demonstration. They are also touring around 10 countries every year in order to introduce and spread Taekwondo and the Korean culture world wide. Seoul World Taekwondo Leaders Forum
The Seoul World Taekwondo Leaders Forum is an event that fosters the academic exchange among Taekwondo leaders from around the world who have gathered together to discuss the vision and future of Taekwondo and the academy of Taekwondo. The Seoul World Taekwondo Leaders Forum aims to set the future value of Taekwondo and share academic research on Taekwondo with Taekwondo leaders from around the world, thus creating a network that could set the future value of Taekwondo.The Seoul World Taekwondo Leaders Forum 2009 was held focusing on four topics, which include the following:1) Strategy and plan on international commitment of Taekwondo
2) Strategy and plan on strengthening competitiveness
3) Strategy and plan on globalizing Taekwondo
4) Functions and roles of Taekwondo leaders from around the world
Kukkiwon will expand the forum as a top global venue for academic interchange that shall establish the future value of Taekwondo, developing the forum as a place for communication, harmony and in enhancing Taekwondo as a popular Korean cultural brand so that world Taekwondo leaders will gather together to exchange information on Taekwondo

Kukkiwon Dispatch Taekwondo Instructor
Kukkiwon has dispatched 12 Taekwondo instructors to 12 developing countries for the purpose of promoting friendship and introducing the Taekwondo culture. The dispatched instructors with their highest ability and characters are devoted to introduce the martial and develop Taekwondo culture in the developing countries. They contribute to keep Taekwondo as an official Olympic game. In addition, they are also committed to promoting friendship between Korea and these countries upon heightening the interest and understanding of Korean culture. Kukkiwon will do its utmost to introduce Korea worldwide and promote friendship with developing and underdeveloped countries by enhancing and cultivating the qualities and abilities of its instructors in cooperation with the government.

Taekwondo Demonstration Performance & Experience Program
Since 2007, in cooperation with the city of Seoul, Kukkiwon has been holding regular Taekwondo demonstrations at the Kyunghee Palace for international tourists visiting Korea. The performance is held from 2:00 pm to 3:00 pm every Wednesday and Saturday from March to December on the palace grass yard. Kukkiwon considered this as a new opportunity in promoting Taekwondo as a cultural and tourism resource such as the regular Taekwondo demonstrations. For the last two years, more than 3 million foreign tourists have watched the performance, which proves that the regular Taekwondo demonstrations play a major role bringing tourists and visitors to Korea. The performance introduces and spreads the superiority of the Korean culture and raises the international image of Taekwondo, thereby increasing the number of its practitioners. And as a part of Korean tourism, Kukkiwon operates the Taekwondo Experience Program to allow tourists and foreign visitors to experience Taekwondo. The program is held three times a day from Tuesday to Sunday to draw the interest and responses of foreign tourists to the basic Taekwondo techniques such as self-defense and breaking. Through this event, Kukkiwon can heighten the people's interest in Taekwondo and promise tourist’s happy Taekwondo memories and experiences from their visit to Korea, thereby expanding and introducing the Korean traditional culture of Taekwondo worldwide.

Taekwondo Friendship Trainig Program
In 2009 Kukkiwon started a CPI program called the Taekwondo Friendly Study Program for United Taekwondo. Opportunities are provided to countries in Asia and Africa with relatively small cultural exchange. With the program, we target the promotion of friendships through Taekwondo, establish the endorsement of Taekwondo and cultural advancement partnerships in the future through the personal networks of the participants, increase our pride and honor as the Taekwondo’s home and play roles as foreign cultural diplomats for Korea. Under the banner of ' Win-Win Taekwondo,' Kukkiwon will continue carrying out the personal projects that should be the responsibility of Taekwondo’s home,, by inviting Taekwondo lovers in developing countries who have difficulty acquiring martial arts and advancing the core Korean skills.


World Taekwondo Hanmadang & Demonstration Contest
The World Taekwondo Hanmadang, which shows the essentials of the martial art such as breaking, self defense and poom sae, is a contest held every year by Kukkiwon. In 1992, the World Taekwondo Hanmadang opened its first contest that brought together Taekwondo practitioners from all over the world.
It was the perfect venue to present genuine martial arts spirit and highlights the skills and techniques of Taekwondo. Since then, it has been recognized as the leading international competition on the various Taekwondo techniques and skills. It is proud of its highly valued Taekwondo tradition worldwide.
The World Taekwondo Hanmadang introduces the cultural superiority of Taekwondo and promotes the martial art as a valuable Korean culture.The World Taekwondo Hanmadang is a festival for Taekwondo practitioners from around the world, who may not be professional players but enjoy the art as a martial sport. It is committed to promoting Taekwondo as a cultural and tourism resource, contributing to the Korean wave that brings people from around the world to visit Korea and Kukkiwon. More than 5000 people from about 50 countries participate in the World Taekwondo Hanmadang every year where they show their varied superior Taekwondo techniques and skills, such as breaking, self defense and Taekwon chejo. Today, the World Taekwondo Hanmadang is considered as the world's top Taekwondo festival. And Kukkiwon has been holding the World Taekwondo Demonstration Contests for the purpose of fostering and supporting demonstration performances as well as creating new demonstration skills and performance paradigms for the purpose of tourism. The contest raises and rediscovers the competiveness and value of Taekwondo demonstration. Research Institute Of Taekwondo:

“ The future of the Taekwondo begins at the Research Institute of Taekwondo”

            In March 2006, Kukkiwon established the research institute of the Taekwondo for the purpose of organizing academic Taekwondo research and presenting a guide to the future growth of Taekwondo. The institute plays a major role in the academic research of the martial art, leading the study of Taekwondo history and developing new Taekwondo techniques

WORLD TAEKWONDO ACADEMY

INTRODUCTION
Founded in 1983, the world  Taekwondo academy has been nurturing  physically, mentally and socially excellent people in order to spread the traditional Taekwondo spirit and skills.

Currently, its top Taekwondo curriculum is acknowledged as an essential preparatory course for aspirants to become instructors in domestic and foreign countries. As of the end of 2008, it had produced 30,961 third grade Taekwondo instructors, 830 second grade Taekwondo instructors, 158 first grade Taekwondo instructors, 4,753 second grade coaches, 7,228 third grade life physical educators and 691 foreign master coaches, all well-prepared for the task. Since 2006 when we first opened a leader course for the disabled, we have provided equal education in leadership for all.       

Under our belief that the quality of Taekwondo leaders can be acquired through awareness and virtue as a leader as well as through concise physical skills training, Kukkiwon Training Facility nurtures instructors through an education curriculum ideal for Taekwondo teachers equipped with not only the Taekwondo spirit but also leadership.
Leaders produced by the Kukkiwon Training Facility through the program play an important role as carriers of the Taekwondo spirit not only domestically but also globally, and as cultural ambassadors who spread Korean culture and Taekwondo.

EDUCATIONAL COURSES

a) INSTRUCTOR TRAINING COURSE
The Foreign Instructors Training Course (1st, 2nd, and 3rd Class) is a systematic curriculum designed to improve the quality of Master's Training and Instruction ability. So far this course has produced over 35,000 Qualified Instructors in 188 countries, who are now active in teaching and disseminating their newfound knowledge and skills.

b) WORLD TAEKWOND HANMADANG REFEREE COURSE
Every year, over five thousand Taekwondo practitioners from over fifty countries participate in the prestigious World Taekwondo Hanmadang, an international festival consisting of various contests in: Poomsae (Patterns), Kyokpa (Breaking), Hoshinsul (Self-Defence), and Taekwon-Aerobics. The World Taekwondo Hanmadang is a celebration of all aspects of Taekwondo, performed by and for Taekwondo practitioners from around the world. To this end, the Kukkiwon produces over five hundred specialist Hanmadang Referees and Judges, who will learn the practice of fair and equitable judging in the Hanmadang Referee Course Levels 1-3). These Hanmadang referees make for a consistent, efficient, and fair competition for all participants, ensuring the World Taekwondo Hanmadang is a world-class event.

Taekwondo World Ranking System


Bylaw on WTF World Ranking
(Effectuated as of March 1, 2010)

Article 1.  Fundamental principles

1.Ranking  system  shall  be  applied  to  all  WTF-promoted  and  sanctioned
championships, provided that the championships are organized in compliance
with  WTF Competition  Rules,  on an  individual  basis in  the eight (8)  weight
categories (men and women) that are defined in the WTF Competition Rules.

2.In  the  case  of  the  Olympic  Games  and  any  other  championships  applying
Olympic weight divisions, points shall be awarded to the participating athletes
regardless of their registered weight categories.

3.In the case of Olympic Qualification Tournaments, two weight divisions shall
be consolidated in seeding. For example, the top-ranked athletes of the Men’s
Fin and Fly weight divisions can be seeded according to their achieved points,
regardless of their original weight categories in the Men’s under 58kg division.

4.In  the  WTF  World  Cup  Taekwondo  Team  Championships,  the  first  team
athletes and substitute athletes shall all win the points equally on the basis of
the points the pertinent team achieved provided that they have passed weigh-in
and have competed at least once at the pertinent event.

5.If two or more athletes achieved the same points, it shall be considered as tied.
In the case of tie-ranks  at  the  seeding,  the  athlete who won the points  at  the
higher  graded  events shall be considered as  the  higher-ranked  athlete. In  the
case that the athletes are still tied in terms of points, the higher-ranked athlete
shall be decided by random drawing.

Article 2.  Formula of ranking points
The points shall be awarded according to the following formula:

A:Points received according to the rank at the WTF-promoted or sanctioned
championships
B:Grade of pertinent championships
                            A x B =Final Points

Article 3.  Allocated points per rank

1. The 1st ranked athlete shall receive 10 points;
2. The 2nd ranked  athlete  shall  receive  60%  of  the  points  awarded  to   
    the 1st     ranked athlete (i.e 6 points)
3. The 3rd ranked  athlete  shall  receive  60%   of  the  points  awarded  to  the  
    2nd   ranked athlete (i.e. 3.6 points);

4. The 4th ranked  athlete  shall  receive  60%  of  the  points  awarded  to  the  3rd
    ranked athlete (i.e. 2.16);
5. The 5th ranked athlete shall receive 70% of the points awarded to the 4th ranked 
    athlete  (i.e.  1.512).  From  this  point  on,  an  athlete  shall  receive  70%  of  
    the     points awarded to the athlete ranked higher than him or her.
6. Points  will  be  rounded-up  to  two  (2)  decimal  places  (e.g.  94.235  will  be
    recorded as 94.24).
7. Ranking points shall be awarded to the certain ranked athletes as follows:

* G-1 event: All medalists
* G-2 ~ G-5 events: Quarter-finalists and above
* WTF-Promoted Championships: Athletes advanced to round of 16 or above
* Olympic Games: All competitors

Article 4.
Determination of ranks
(‘T’ means ‘tie’ ; more than one athlete)


1. Olympic Games (according to current quota)
      
        1st :gold medalist, 
        2nd: Silver medalist, 
        T-3: Bronze medalist
 
        T-5: losers to bronze medalists
        T-7: losers at repechage
        T-9: Quarter-finalists who didn’t advance to repechage
        T-11: Losers at preliminary without advancing to repechage

2. Qualification Tournament for Olympic Games (in case of 1st, 2nd and 3rd 
    ranked  athletes are qualified)

                1st   : winner of final,
                2nd  : Loser of final,
                3rd  : winner of bronze-medal contest
                4th   : Loser of bronze-medal contest
                5th  : Loser to first placed athlete at quarter final
             
                T-6 : losers at quarter-finals except the one who lost to 1st placed athlete
               
                T-9: losers at round of 16
                T-17: losers at round of 32 and so on.

3. Qualification Tournament  for  Olympic  games  (in  case  of  1st and 2nd ranked 
    athletes are qualified)
                 1st : winner of final,    
                2nd : loser of final
                3rd : loser to 1st placed athlete at semi-final
                4th : loser to the 2nd placed athlete at semi-final
                T-5: losers of quarter-finals
                T-9: losers at round of 16

4. Qualification  Tournament  for  Olympic games (in case of 1st ranked athlete is 
    qualified)
                       
                   1st   : winner of final, 
                   2nd  : loser of the final
                  T-3   : Losers to finalists at semi-final
                  T-5   : Losers of quarter- final
                  T-9   : Losers at round of 16
                  T-17 : Losers at round of 32 and so on.

5. WTF-promoted championships
       
                    1st  : winner of final
                    2nd : loser of final
                    T-3 : Losers to finalists at semi-final
                    T-5 : Losers of quarter- final
                    T-9 : Losers at round of 16
                    T-17: Losers at round of 32 and so on.
Article 5Grade of events

I).Criteria of grading events is as follows:

   1.Number of participants and countries, participating number of top-ranked  
     athletes outside the host country
   2.Organizing Committee’s abidance by WTF Competition Rules
      WTF Bylaw on World Ranking
   3.Overall operation of tournaments
   4.Venue facilities
   5.Number and quality of registered media
   6.TV broadcasting 
   7.Number of spectators
   8.Anti doping-tests 
   9.Logistic management (transportation, accommodation, etc)
   10.Successful submission of the report
   11.Gener al comments of Technical Delegate

II)The  grades  of  all  WTF-promoted  and  sanctioned  championships  shall  be  
    published on the official WTF Web site at the beginning of each year.
III)The Technical Delegate assigned for the pertinent championship shall evaluate 
     the championships in accordance with the evaluation  criteria, and  submit  the 
     report to the WTF Secretary General within two ( 2) weeks after  the         
     completion of the championship.

IV)The  WTF  President  shall  determine  or  may  empower  Secretary  General  
      to determine  the  grade  of  the  championship  upon  the  evaluation  and 
      recommendation  of  the  Technical  Delegate  and  the  report  submitted  by 
     Organizing Committee.

Article 6Validation of the points

1. The  awarded  points  shall only be  valid  for  four  (4)  full  years, starting  from
    January  1, 2009  and will be reviewed every year.  This process is  continuous 
    (rolling),  i.e.  new  points  awarded  to  an  athlete  will  be  subjected  to  its      
    own four-year cycle. The official ranking can always be found in the WTF 
    website, and the WTF will officially announce the world ranking every month.

2. During the four-year term,  25% of a particular set of awarded points shall be 
    deducted  every  year.  After  the  completion  of  the  four  (4)  year-reviews    
    (i.e. four-year term), no  points  from  this  set  shall  remain.  Based  on  this   
    rolling point review process, the only remaining points shall be those awarded  
    to  the athlete in other competitions.

3. In the case of  changing weight divisions, the athlete will only retain 50% of the 
    points that he/she earned in the registered weight division

Article 7 Application of the points
1. The Organizing Committee shall submit tournament report (template provided 
    by   WTF) to WTF Secretariat within two weeks after completion of pertinent  
    tournament.
2. Ranking  points  shall  only  be  applied  when  the  Organizing  Committee 
    successfully submits the official result within designated time line.
   
Article 8Seeding

1. In the following events, certain number of athletes shall be seeded on the basis 
    of their ranking:
  • Olympic Games
  • World  Qualification Tournament for Olympic Games
  •  World Taekwondo Championships and other championships determined
    World  Taekwondo  Championships  and  other  championships  determined by WTF
2. For every category, regardless of the number of athletes, a quarter (25%) of the 
   athletes will be seeded. However, half (50% ) of the athletes will be seeded at
   the Olympic Games.

3. In the event that any of the seeded athletes is ineligible to participate (i.e. not
    registered in the entry list), the next highest ranked athlete(s) shall be seeded to
    make up the quota.

4. In  the  event  that  the  registered  athlete  from  the  host  nation  has  not  been
    included in the 25%, he/she will be seeded at the right below the seeded 25%.

Article 9Annual President Cup Invitational Tournament (Tentatively named)

1.  On  the  basis  of  the  WTF  Ranking  system,  the  Annual  President  Cup
     Invitational Tournament (tentatively named) may be held every year.
2.  Only the top ranked athletes (number of invited athletes will be determined in
     consultation  with organizing committee) shall be invited.
     
Article 10 Effectuation

1. This amended bylaw shall come into effect as of March 2, 2009.
2. It shall be applied retroactive to the Beijing 2008 Olympic Games considering 
    that the Olympic Games take place only once every four(4) years.
     
Article 11Update and management of World Ranking
WTF Sports Division shall manage World Ranking and is responsible to post
on official WTF website.

Article 12Amendment
This Bylaw shall be amended by approval of WTF Council.
